Who kills Hazaras in Pakistan and why?

At least 12 Hazaras have so far been killed in four separate killing incidents within last seven days in Quetta City, Pakistan. Two of them were murdered on Tuesday 3rd, April 2012 by terrorists while nine Hazaras including a woman and a minor girl were killed in two separate killing incidents on March 29th, 2012. The first one took place, when a Suzuki pick-up that was on its way to the city centre from Hazara Town was ambushed by gunmen in the morning which resulted in the death of six Hazaras while five other Hazaras were reported to have received severe bullet injuries; one of them was stated to be very critical.

The killing of the day doesn't stop here; later on the same day, three more young Hazaras are killed by the police soon after the incident when they were protesting for the capture of the terrorists. Last Monday, March 26th, 2012, unidentified gunmen opened indiscriminate firing on the shop of Hazara on Sabzal Road Quetta, which resulted in the death of a Hazara ironsmith while his co-worker (Hazara) received serious bullet injuries.

The killing, the kidnapping and the firing on the shops of Hazaras have become the daily routine in Quetta City, Pakistan. The killing of one or two Hazaras doesn't make news on the local and national press in Pakistan, it needs at least five Hazaras to get killed to be on the press in Pakistan. Now it's been more than ten years, Hazaras are collecting their dead bodies from the different parts of Quetta city and almost 700 Hazaras have so far been killed since 2004.

The anti-Shia religious militant extremists mainly Lashkar-e-Jangvi publicly claims the killings of Hazaras and has vowed to turn Quetta city into the graveyard of around six hundred thousand Hazaras. After every killing incident, the terrorists walk away easily and the government seems unwilling to capture the terrorists as Hazaras are not a political or financial might in Pakistan.

For the last ten years, no single terrorist has been brought to justice, which is a matter of the great concern for the Hazara community. Why these terrorists are not captured and brought to justice is one of the questions, which has made the Hazara community believe that the state secret agencies are directly involved in the killing of Hazaras and the present civil government is indirectly. Why does Hazara community think so, the following reasons may well justify.

As mentioned earlier, that for the last ten years, almost 700 hundred Hazaras have so far been killed and the present government doesn't show any responsibility to catch terrorists involved in the killing of Hazaras; rather it is imposing restriction on the movement of Hazara community around the Quetta City.

The two high profile terrorists Usman Saifullah Kurd and Shafeeq Rind belonging to anti-Shia Lashkar-i-Jhangvi organization, who were believed to be the killers of Hazaras, mysteriously escaped from a very well-organized jail of Anti-Terrorist Force in Quetta Cantonment area where no one can go without a pass, implying that their escape was facilitated by the security agencies.

The present Governor of Balochistan, Nawab Zulfiqar Ali Magsi quoted his Inspector General of Police (IGP) saying, "Whenever police arrested any criminal, he received calls from high ups for his release" while, Home Minister for Balochistan Mir Zafarullah Zehri on a point of order, informed the assembly that "he had clues about those involved in the target killings but he was helpless.

He said, "If the elected representatives were given responsibilities, the situation might improve" are enough to prove the bitter reality about the reach of the terrorist organizations into the highest ranks of Pakistani Government. Both the governor and the home minister publically announce that the government is helpless and doesn't have authority to get control on the terrorists and to put an end to the terrorist activities going on against the Hazara Community.

Last September and October 48 Hazaras were taken off the bus/wagon in different incidents, were lined up and killed, while Chief Minister of Balochistan Aslam Raisani, responding a question from a journalist in Islamabad made fun of Hazaras by offering to send a truckload of tissue papers to the bereaving families. Another Pakistan People's Party parliamentarian from the area — Ayatullah Durrani — suggested on a television show that the victim community benefits by getting Australian asylum.

Despite being heavy presence of the police, Levies Force and Frontier Corps check posts in and around the Quetta city, the terrorist walk freely in the city and kill any Hazara, wherever they find in the city even in most cases just 50 meters away from the security check posts.

A Video of the killings of the Hazaras has also been released on the Youtube and Facebook in order to terrorize Hazara community in Quetta and all around the world.

And moreover, The Asian Human Rights Commission (AHRC) says that it is aware of militant outlets which are said to be financed by the ISI and trained with the collaboration of Frontier Corps and Military Intelligence in Balochistan. Their main tasks include counter-insurgency, spread of Talibanization, sectarian violence, Killings of Hazaras and Shias, attacks on NATO supply routes and targeting journalists and lawyers.
Now the question arises as why the state secret agencies support religious terrorists in Pakistan especially in Balochistan?

Soviet presence in Afghanistan during 80's helped the intelligence agencies especially ISI to establish numerous religious schools (Madrasas) alongwith training centres throughout Pakistan to use Mojahidin against Soviet invasion. Knowing the significance of Mujahidin and the strategic area, General Ziaulhaq the then president of Pakistan on the pretext of Afghanistan war used the religion and religious militants in Kashmir to pressurize India to negotiate on Pakistan's terms and conditions.

Getting Soviet out of Afghanistan by force the intelligence agencies got enormous confidence and encouragement to rely on the performance of the religious militants for their local and regional political ends. The success story of Afghan-war brought religious militant groups closer to the intelligence agencies in Pakistan.

Later on, General Zia promoted extreme religious thinking and religious militant groups within the country especially in Balochistan, Sindh and Khaber Pakhtoonkha provinces to counter the nationalist political parties.
It seems impossible for the secret agencies in Pakistan to detach themselves from the religious militant groups, as they help them in accomplishing local and regional political purposes. The intelligence agencies know well how to use the religious militant groups in Indian Kashmir and Afghanistan for their political ends. That's why the military ruling class engage civilians into political and sectarian violence in order to prolong its rule over the country.

Once again, the present military higher ups are following the same route to promote religious extremists and underground religious militants to not only terrorize the politicians throughout the country but also planning to use them in Afghanistan especially after 2014 with full force. The present Pakistani establishment has congregated all the extreme religious and militant groups including Taliban under one umbrella by the name of "Difa-e-Pakistan Council" under the leadership of former ISI Chief General Hameed Gul to use them for Afghanistan after 2014.

Now, you might have a question, as why Hazaras are being killed in Quetta City by the extreme religious militant groups, the answer is very simple. After 9/11 when international forces attacked on Taliban in Afghanistan, Hazaras in Afghanistan along with other ethnic minorities fully supported the international community to get the Taliban out of Afghanistan.

When Taliban couldn't fight with international forces and Hazaras in Afghanistan, they moved back to Pakistan and they started killing Pakistani Hazaras for being Shia who have been living in Pakistan since 1890. And one thing more, in Quetta City, Hazara are dominantly Shia and it is very easy to target them just because of their Mongoloid features and physical attributes. Since the declaration of religious militants as "strategic asset" by the ruling elites of Pakistan, the religious militants groups like Lashkar-e-Jangvi and Taliban have been given free hands to do anything they like.

What to do with this menace to which most of the people have turned a blind eye?

by Essa Khan on Tuesday, March 6, 2012 at 9:49am ·

Being part of Pakistani society, our activists are also affected by the general trend prevalent in the country. They have emotional approach towards the on-going situation around them. Like Pakistani TV. anchors and journalists who do not conduct programs and do not write columns on different issues on the merit basis but only consider the rating, they have also been going on the same path. Their focus is on a single issue. Thus, the unwise attitude of the Pakistani media has put massive influence on the mindset of our activists.

Besides, these days, it has become a common matter to discuss the target killings. One can hear many activists talking of the causes of the target killing and violence. They blame different factors and try their best to understand the international game being played in the region. But, the unfortunate aspect associated with this state of affairs is that every second person has now become interested in politics at the cost of many other important spheres of our collective life. They have left their respective fields and have jumped in the political arena. Therefore, many other problems have rapidly increased to the alarming positions.

Out of the threatening issues that we have paid very little heed to, drug addition is the most dangerous one which has been playing a very harmful role in our social decay. The number of drug addicted youth has been rapidly increasing in our society. A considerable youth of our community is addicted of one or the other drugs. Mostly, they are addicted of Hashish and Vine. Heroin addicts have now increased to an alarming number, especially in Burori. Smoking cigarette is no more considered to be a curse. Thus, drug addiction has been crippling our social set-up which will prove to be detrimental in the near future.

Though the international factor, the cultivation of poppy in large scale in Afghanistan out of which only Taliban earn $400 million per year, cannot be denied behind the present scenario yet the selfish attitude of our institutions is also responsible. Our renowned institution for cure of drug addicts, Mailo Shaheed Trust, has now turned into a business club. Its activities have significantly decreased and are nominal. It, now, makes no effort to get the community out of the menace. The sports institutions have also weakened. The old football club of our community, Hazara club, has now become dysfunctional. In such condition, how is it possible to combat the menace at our own when the government seems to be reluctant in taking any action in this regard? Thus, our institutions have badly failed to stop the drug addiction.

Further, our bureaucrats, especially the ones who are in police department, are also to be blamed. They take no interest in stopping the sell of hashish and vine in our community. They seem to be interested in their commission received from the dealers. Therefore, they do not pressurize the area police station to conduct raid in Khartar, Kan-e Nazar, etc

The most unfortunate attitude of our activists is that they do not miss any opportunity to criticize those organizations that own the national assets but keep silence over performance of Mailo Trust. They should also stress upon this institution to play its role in contributing a positive environment to the misguided youth. Thus, accountability of our social institutions is also necessary.

Hazaragi a fashion

by Essa Khan on Wednesday, February 22, 2012 at 8:13am ·

Like many years ago when it was a common trait among the people to show themselves pious religious, it has remarkably become noticeable among Hazaras that every second person tries to manifest himself as a true nationalist. One can easily find groups of people discussing Hazaragi cause. It can be observed that people listen Hazaragi songs, especially of Dawood Sarkhosh. They try to speak typical Hazaragi language in their discussions and so on and so forth. Thus, Hazaragi has become a new fashion in our people.

Incidents cause political boost-up among the affectees, says Karl Marx. Here, the target killing of Hazaras is the main motivating force behind the Hazaragi fashion. It has compelled the people to think about their conditions, the politics of their country and the reasons behind their killings. It is the fear of their extinction that caused them to show their affection for their culture. Hence, the prevailing circumstances have great role in making the fashion of Hazaragi common among our people

Besides, it is very unfortunate to say that this trend is not well thought. It is, rather, an emotional reaction towards the on-going situation. It has not come through a proper planning in our society. It may prove worthless or even sometimes harmful. The nascent nationalists may be exploited. A large portion of our society may also be divided. Hence, the change in our political atmosphere is not conscious and can harm us.

It is imperative for our intellectuals to show a right path to these inexperienced nationalists. They should guide them in their matters so that they may not waste their energy in worthless activities. They should assist them to broaden their vision to distinguish between sincere and insincere. This is how; we can get benefit out of this attitude which our people have newly adopted.

Hazaras have repteadly harmed themselves by their political immaturity

By Essa Khan

Coming of East India Company in the Sub-continent was very dangerous. The occupation of sub-continent by the Britain vindicated this fact. It was not confined to Sub-continent alone but brought serious consequence for the whole region. There started a great game between the two powers of that time viz. Russia and British. The war between these two powers directly affected the lives of the Afghanis as they had opted Afghanistan a battle field. Presence in Kabul in 1837 of a Russian agent, Captain P. Vitkevich who was ostensibly for commercial discussions was one of the many reasons which had raised British concern of Russian intention. This made British to create her influence in Afghanistan just as she had created in Sub-continent. Each time, she failed due to strong resistance of Afghanis, especially of Hazaras residing in central Afghanistan. Therefore, she signed different pacts with the so-called, nomad, kings of Kabul at different periods. Coming of nomad, Abdur Rehman, on the throne of Kabul was the outcome of one of those pacts. Thus, coming of East India Company influenced politics of the whole region.
British support of Abdur Rehman brought severe crisis over the resisting forces of Afghanistan, especially Hazaras. Round about sixty-five per cent of Hazara people were inhumanly massacred. Women were raped and standing crops were either burnt or usurped. This tragic incident happened because of the foolish attitude of Hazaras. Hazara leaders ruled their subjects with brutality and treated them inhumanly. They, Hazaras, were divided into Taifas and failed to resolve their clashes. Therefore, they could not united against the Britain backed Abdur Rehman. The most unfortunate thing associated with the Hazaras of that time was political unconsciousness. Hazaras of that time were politically unconscious. Hazaras of that time were politically unconscious and failed to understand the sensitivity of that time. They failed to reach to any deal with the British Empire and resultantly bear the brunt.
Besides, the initiation of civil war in Afghanistan also manifests the political unawareness of Hazaras. Many so-called enlighten and nationalist Hazaras of Quetta play very unwise role in this regard. They worked with CIA against the Communist regime of Dr. Najeeb and provoked Hazaras against the USSR. They did not know the significance of Dr. Najeeb’s government. Thus, being politically immature; Hazaras have harmed themselves very badly in the history.
Just like the past, another great game is being played in the region. Target killing of Hazaras of Quetta is part of this game. This game may possibly result in Afghan civil war after American departure from Afghanistan. Therefore, this time we need to be very careful both in case of target killing of Hazaras in Quetta and Afghanistan civil war. Hazaras of Quetta need to be very cautious in case of internal politics of Pakistan so that any ethnic clash may not occur in Baluchistan. It is also imperative for Hazaras of Quetta to refrain from involving in politics of Afghanistan as they are not well aware of the Afghan politics, geography, and demography; and might be exploited. Hence, political maturity/sensibility is the need of time which is unfortunately missing among the Hazaras, especially Hazaras of Quetta.

Shia Hazaras: Guilty of being a minority in establishment’s Pakistan – by Hafsa Khawaja

Originally published on her blog

The Pakistan of today has found itself to be nothing but a wreckage of a country, a carcass of a state and an international outcast.

A tragedy brought upon itself by both; the sharp functioning muscle of the unofficial institutional dictatorship that aggrandized itself under four decades of military authoritarians and the Pakistani nation’s obscene obsession with easy acceptance of the exacerbation, denialism, dogmatism and preposterousness.

The very characteristics have been manifest in wake of the recent unleashing of organized and systematic bloodletting of the peaceful, educated and civilized community of Shia Hazaras in Balochistan by the associates of the Establishment’s ‘Assets’.

Carrying a history replete with persecution and torment, the Shia Hazaras have found little relief and difference between their past in Afghanistan and present in Pakistan; where they are the victims of various sectarian militant groups such as Sipah-e-Sahaba Pakistan and Lashkar-e-Jhangvi, that deem and decry Shi’ites as Non-Muslims. ‘Impure’ creatures that they are determined to completely exterminate from ‘The Land of Pure.’

A question might arise, why is it that blame for this bloodshed is ascribed as such to them.

Amir Mir writes in one excellent article of his on the predicament the Hazara Shia have been placed in and the militant sectarian groups:

‘The SSP and the LeJ, which is considered to be the military wing of the SSP, were once the strategic assets of the state of Pakistan and have linked with al-Qaeda as its ancillary warriors, killing Pakistani citizens and targeting the security forces to dissuade Pakistan from fighting the “war against terror” as a United States ally.

The LeJ today has deep links with al-Qaeda and the Pakistani and Afghan Taliban and is considered to be the most violent terrorist organization operating in Pakistan, with the help of its suicide squad. As with most Sunni Deobandi sectarian and militant groups, almost the entire LeJ leadership is made up of people who have fought in Afghanistan with the backing of the Pakistani security establishment and most of its cadre are drawn from the numerous Sunni madrassas (seminaries) in Pakistan.’

The fact that these terrorist organizations are the ‘ancillary warriors’ of the ‘elements’ that the Establishment cherishes and avails in pursuit of its detrimental ‘Strategic Depth’ policy in Afghanistan (The Policy, to put it simply, is constructed on the Establishment’s compulsive obsession with the theme and idea of India as the arch enemy of Pakistan and envisages a Pro-Pakistan Government in Post-Troop-Withdrawal Afghanistan that counters the Indian influence there and protects ‘Pakistani interests’.) naturally transforms their position to being ‘untouchable’, considering they are part and parcel of the deal – thus the ‘failure of intelligence and the forces’ when it comes to sectarian killings similar to that happening in Balochistan of the Hazaras.

While much has been excellently chosen, written about and posted about the grave issue on LUBP and a few other sites that have proven to challenge the distortions of the mainstream media and welcoming to topics that they either ignore or willingly twist and feed to the people with their vulpine cunning – this post aims to focus on the collective, institutional and national conspiracy of silence that was concocted after the slayings of the Hazara Shias based solely on a sectarian footing.

One can only wonder where the conveniently-free-media is when fatwas, pamphlets and declarations of hate and instigation of murders are circulated around in different parts of the country?

Where does their self-proclaimed ‘patriotism’ and professional magnificence vanish to when it comes to the intentional misrepresentation of the massacres that only helps to reinforce, what those under whose patronage the groups act, want the people to believe?

Why is it that only outrageuously sparse coverage is provided to the victims and their plight but hours of talk shows are wasted on futile discussions?

And the ever-eager-to-take-suo-moto judges? Are the Shia Hazaras Children of a Lesser God in the eyes of a so-called judiciary that is anything but independent, rather just another instrument of the Establishment for furthering their goals and ambitions?

Afterall, what can be expected of judiciary that releases butchers like Malik Ishaq on grounds of ‘lack of evidence’

The Government too, brazenly watches over the the whole community being pulled down into pools of blood of their own while the Punjab Government gives the very butcher, a montly stipendand their Law Minister proudly courts extremists to garner votes for elections.

Hundreds from amongst the ordinary came marching on the streets and roads against Raymond Davis gunning down two Pakistani citizens and for a dubious ‘Daughter of the Motherland’ but as corpses over corpses pile of the Hazaras, none speak up nor the ‘activists’ hold their famed vigils.

Is the nation only moved and it’s compassion and anger only evoked when America is the proposed guilty party?

It must be public knowledge to the citizens of Pakistan that these incidents of carnage aimed at the Shia Hazaras are not sporadic as they seem but part of an entire crusade (Note: The Shia Tooris of Parachinar, often slaughtered by the Haqqani Network members and other ‘Assets’ given refuge there) waged by sectarian militant outfits that are best-described as the subsidiaries of major terrorist organizations (in whose name and due to whom, the entire country has been struck by sheer devastation) and are under the auspices of the Establishment.

Which other nation should hold the importance of the lives, security, liberty and interests of the minorities highly than that of a country whose history bears witness that the threats to the interests and protection of the Muslim minority of Pre-Partition India was a central factor in fostering the struggle for its creation?

And today when the generations of that minority are a majority of the country – other minorities: the Shias, Christians, Hindus and Ahmedis are fraught with peril.

It is about time, that the proponents of Jinnah’s vision in this country, if any, come forward against the Establishment on all fronts and also fight for the rights of those whose only crime is being guilty of being a minority.

- Hafsa Khawaja

*Ironically, much of the non-controversial content in this post that concentrated on the lack of attention that the Shia Hazara murders deserved, was sent as three separate letters to the ‘News Post’ of ‘The News’ which they decided not to publish. So much for a free media

Tentacles of terror

If there ever was a sign of the demise of the Pakistani state, it is the killing of the Hazara community of Quetta

Hazara: another 'abandoned' community

On 20 September 2011, at least 26 Hazaras were shot dead execution style in a Baloch-dominated area of Mastung/Luk-Pass near Quetta. Armed terrorists intercepted a bus en route to Taftan, border town near the Iran border, singled out all Hazara men, and shot them dead. Terrorists stayed at the scene for 10 minutes firing with AK-47's to ensure no one survived. Terrorists ambushed and killed several Hazaras rushing to the scene to ferry their loved ones to the hospital. The Hazara travel far and wide looking for employment and that includes Mashad and Tehran.

If Pakistan succeeds once again in controlling Afghanistan, the Hazara of Central Afghanistan should expect genocide
A few weeks before the massacre, a sectarian organisation had circulated an open letter addressed to Hazaras in Quetta. Written in the Urdu language, the letter stated:

All Shi'ites are worthy of killing. We will rid Pakistan of unclean people. Pakistan means land of the pure and the Shi'ites have no right to live in this country. We have the edict and signatures of revered scholars, declaring Shi'ites infidels. Just as our fighters have waged a successful jihad against the Shi'ite Hazaras in Afghanistan, our mission in Pakistan is the abolition of this impure sect and its followers from every city, every village and every nook and corner of Pakistan.

Like in the past, our successful jihad against the Hazaras in Pakistan and, in particular, in Quetta, is ongoing and will continue in the future. We will make Pakistan the graveyard of the Shi'ite Hazaras and their houses will be destroyed by bombs and suicide bombers. We will only rest when we will be able to fly the flag of true Islam on this land of the pure. Jihad against the Shi'ite Hazaras has now become our duty.

If there ever was a sign of the demise of the Pakistani state it is the killing of the Hazara community of Quetta. The Hazaras, after getting killed like flies, are asking a question that no one busy rebuking the world for finding fault with Pakistan can answer. The extremism of blasphemy law and the killing of Ahmadis is a national death-wish, but what is the killing of the Hazaras? In Punjab, the government is scared of losing vote, and its leaders fear personal attack from the erstwhile non state actors killing Christians and Ahmadis. In Quetta everyone including the executive is scared of protecting this luckless community numbering nearly 600,000.

What Pakistan is doing to the Hazara of Quetta is nothing short of ethnic-cleansing
Their fault is that they are Shia and their historical origin is Central Afghanistan known as Bamyan, but they have lived in Quetta for centuries. Their other fault is that that they are businessmen and shopkeepers which makes them more elevated in intellect than their Pashtun tormentors. In Kurram they are known are Turis and have been there for centuries. They have some capacity to fight back there but the state of Pakistan has abandoned them to the Taliban and local Sunni rivals, turning a blind eye to the fact that their road connection with Pakistan is no longer free of hazard.

The Turis of Pakistan's Kurram Agency also took no part in the Pak-sponsored jihad and were attacked in 1983, marking the starting-point of the sectarian conflict in Pakistan. Today Turis of Parachinar in Kurram Agency and the Hazaras of Quetta are bearing the brunt of Sunni-Pashtun reprisal. And if Pakistan succeeds once again in controlling Afghanistan, the Hazara of Central Afghanistan should expect genocide. What Pakistan is doing to the Hazara of Quetta is nothing short of ethnic-cleansing. The killers announce loudly that they are killing them because they want to exterminate them to earn Paradise.

This is the underside of Pakistan's military vision. It sees Afghanistan through the Pashtun goggle and that means letting the Shia be put to the sword. This is how Pakistan has survived in the past and this is how it is going to survive with the doctrine of strategic depth. The Hazaras are the burnt offering Pakistan's military thinkers are offering to the holy investors of jihad sitting in Saudi Arabia and the Gulf. This is the small print in the contract under which Pak Army and Saudi Army have been exercising in Jhelum. The Saudi aid that will rescue the state of Pakistan from collapsing is running parallel to the private Arab funds that flow into the coffers of the Taliban and their master Al Qaeda so that they can hurt Iran by killing the Hazaras of Pakistan.

Pakistan is in denial about there being an Afghan Shura under Mullah Umar in Quetta and it doesn't matter if this denial is proved false on a daily basis. The Hazara have to pay for the acts of omission and commission of their co-ethnics in Central Afghanistan in the recent past. Organised under their militia Hezb-e-Wahdat, the Hazaras allied with the Jumbish militia of Dostam and Hezb-e-Islami militia of Hekmatyar. In 1995, the Taliban conquered Kabul and captured and murdered the great Hazara leader, Mazari. The Hazaras then fought on the side of the Northern Alliance against the Taliban who visited on them the cruelty to forget the scourge of Mongol hordes.

Because of persecution, the Hazaras of Quetta allowed themselves to be ghettoised, which is a step in the direction of easy killing. All of them moved to Hazara Town which is divided into nine blocks, and almost all the houses are made of concrete. They can speak Urdu but they are originally Persian-speaking. They have, in contrast to other Afghan groups, actively invested in education. The Hazara community is the most educated community in Balochistan. Some 50 percent of the position holders in the matriculation and FA/BA exams are from among them. Hence the visible presence of Hazaras in the civil services, police, the IT market, small businesses and other professional sectors in Balochistan.

In 2003, in one of the worst sectarian assaults in the history of Pakistan, some 58 people, most of them Hazara Shias, were killed while around 200 were injured when suicide bombers attacked Imambargah-e-Kalan in Quetta. Another 38 persons, mostly Hazara Shias, were killed in a sectarian assault on March 2, 2004 on the day of the Ashura. The incident left 200 people injured. Just before the 2003 attack, Quetta city was flooded with leaflets containing fatwas from the country's top-most ulema, declaring the Shia an apostate community. The 2003 massacre was preceded by widespread circulation of anti-Shia fatwas in Quetta, branding them murtad or apostate, a designation normally deserving death in the eyes of the pious Sunni Muslims.

GEO TV (12 September 2003) had TV host Hamid Mir interviewing the imam of the Hazara Imambargah at Quetta where the Shia community had been blown up by suicide bombers. The imam said the attack was carried out by sectarian terrorist groups and this information had been given to the administration in Quetta.

The All Parties Conference (APC) which recently handed over a rapidly Islamising Pakistan to the Army did not have a clue what it was doing except purging itself of its rage against the United States, India and the West. The politician had no idea that the Army was India-centric and was incapable of tackling the problem of extremism started by it under General Zia. General Kayani should have stood up and refused to take the responsibility to tackle a problem he has no inclination to confront. Indeed, he is disinterested in taking power and toppling governments but he should have stated clearly that problems such as Hazara-killing would continue as a part of anti-Americanism and the doctrine of strategic depth.

The Hazara leaders of Quetta claim that nearly 600 members of their community have been killed since 1999.

The News of 7 October 2011, reported that over 13,000 members of the community lived in Karachi, 600 in Hussain Hazara Goth, where the imambargah is located. Rickety roads and mud-plastered houses surrounded the slum while increasingly the inhabitants feared for their lives. One said, 'We are being targeted because extremists want to eliminate Shias. Also, our community, especially in Balochistan, is among the most literate and educated. They envy us. Our people are in the police, government and everywhere. Out of the four female pilots, one is from our community'.

VIEW: The economics of Pak-US tensions in Afghanistan —Jamal Khan

While India spent the last three decades becoming a global economic powerhouse, Pakistan has invested all its time and effort for the right or wrong reasons in Afghanistan

Afghanistan has vast deposits of iron, copper, cobalt, gold, lithium and niobium. Last year, the US Department of Defence announced that the mineral wealth of Afghanistan is worth in excess of one trillion dollars. Later, Afghanistan’s Minster of Mines, Wahidullah Shahrani, said that conservative estimates put the worth of Afghan mineral wealth between three to four trillion dollars. The bid evaluation unit at the ministry of mines in Afghanistan is currently evaluating six bids for the mining of iron ore at Hajigak, in Bamiyan province, 130 km west of Kabul. Hajigak has an estimated two billion tonnes of iron ore, making it one of the biggest iron ore reserves in the world. The six bidders include a consortium led by the state-run Steel Authority (SAIL) of India, another Indian firm called Corporate Ispat Alloys, US-based ACATCO LLC, Iran’s Behin Sanate Diba, Gol-e-Gohar Iron Ore and Canada’s Kilo Goldmines. So far, SAIL is considered more likely to win with an expected investment of up to six billion dollars. Keeping in mind that the total GDP of the country is $ 15 billion, this one deal alone can make India a significant player in the Afghan economy for decades to come.

To be a player in Afghanistan’s mining industry, companies need four key attributes: heavy initial investments, ability to transfer technology and know-how, access to global commodity markets and a reliable transportation route from Afghanistan to the rest of the world. Pakistani companies can only be useful in the trucking of minerals from Afghanistan to the rest of the world as they have neither the investments nor the mining expertise to transfer to Afghanistan.

While India spent the last three decades becoming a global economic powerhouse, Pakistan has invested all its time and effort for the wrong reasons in Afghanistan. For decades, the people of Pakistan, especially the people of FATA, Khyber Pakhtunkhwa and Balochistan shared their meagre resources with millions of Afghan refugees in the hope that one day they would be the major benefactors of the reconstruction and economic development of Afghanistan. On the contrary, Pakistanis were shunned out of the reconstruction of Afghanistan on suspicion of links to extremists.

It is true that the Pakistani security establishment invested heavily in the jihadi machinery in Afghanistan with back up support in Pakistan. All this was done in the hope that some day the extremist nuisance dominating Afghanistan would transform into future wealth for Pakistan vis-à-vis Caspian oil and regional trade. In the mid-1990s, many strategic thinkers in Pakistan had already considered the mineral wealth of Afghanistan to be a major contributor in the future economic growth of Pakistan. In Pakistan, all eyes were set on the mineral wealth of Central Asia as Afghanistan was already considered under the irreversible sphere of influence of Pakistan.

These hopes were dashed for a while with the US-led invasion of Afghanistan when the regional hegemony that Pakistan once enjoyed was replaced by a bigger power. But now, with the escalating violence in Afghanistan, there is hope that the end of the American presence in some or all parts of Afghanistan will re-establish the sphere of influence of the Pakistani establishment in Afghanistan; along with it will be control over the trade routes and mineral wealth of Afghanistan.

It is not just the future impetus that Afghan resources can provide to the Pakistani economy that is used as the justification for Pakistani help to the extremists in Afghanistan. In fact, the jihadi economy in Afghanistan has been a major source of licit and illicit funding for many stakeholders in Pakistan. On the average, Pakistan received one billion dollars a year since 1980 from the international community under the pretext of helping out in Afghanistan. Many individuals and groups in Pakistan made personal fortunes in illicit trade with Afghanistan that includes drug trafficking, arms smuggling, timber smuggling, transit trade U-turn smuggling and plunder of Afghanistan’s archaeological sites. The Pakistani establishment also keeps a large chunk of the population in eastern and southern Afghanistan loyal to its cause by providing them access to its trade routes, banking system, markets and investment in real estate for their licit and illicit wealth.

Today, from the Pakistani point of view, Afghanistan can be looked at as a country with two governments: the official government controlled by President Karzai and supported by the US-led international community, and the unofficial shadow government led by the Taliban and supported by Pakistan. The official government, supported by substantial international aid, rapidly developing construction, telecommunication, banking and rehabilitation of the agriculture sectors, has to do all the developmental work and meet the needs of the population. Meanwhile, the shadow government, supported mostly by an illicit economy that includes opium cultivation and trafficking, some cross-border smuggling, kidnapping and extortion, only has to keep its nuisance value. In that context, the shadow government is doing a better job.

The recent assertions from the US directly linking the Haqqani network with Pakistan’s security establishment have further aggravated the paranoia in the Pakistani establishment. Many politicians and individuals in the media are calling for total disengagement from any cooperation with the international community vis-à-vis Afghanistan. Others are calling for open confrontation, which Pakistan can ill afford. This situation can be de-escalated if the international community can better understand the economics of Pakistani involvement in Afghanistan and offer Pakistan a role in the legitimate Afghan economy and influence in governance of Afghanistan that should be big enough for it to shun support for extremism once and for all. The Pakistani role should be bigger than India’s and the sacrifices rendered by the people of Pakistan due to the wars in Afghanistan for over three decades should be taken into account.

The choice is very stark for Pakistani decision makers. If Pakistan is able to negotiate a dominant position for itself in the Afghan economy then that can translate in up to three percent GDP growth per year for Pakistan, for the next two decades. This is the best prospect for Pakistan’s economic growth. However, if Pakistani policy towards Afghanistan is dominated by strategic foreplay and all hopes are on a US-led international failure in Afghanistan then we are risking our fragile economic health with further global isolation.

There has to be a paradigm shift in the thinking of Pakistani strategic managers towards Afghanistan in a manner where they do not see everything in Afghanistan as a zero sum game. The setbacks of the international community in Afghanistan should not be perceived as a potential gain for Pakistan. This process only has a chance at success if the entire spectrum of the military-security establishment in Pakistan is on board in a manner where they do not feel the need to preserve their historic strategic assets (extremist networks) in any shape or form.

After International Day of Protest

In response to call of Hazara Democratic Party for an “International Day of Protest against Hazara Killings in Quetta, Pakistan, today (October 1st, 2011) Hazaras in New York, USA,… Sydney, Melbourne, Perth , Adelaide and other cities of Australia,….Toronto, Canada,... Vienna, Austria,… Stockholm, Sweden,…. Istanbul, Turkey,…. Rome, Italy,…. Oslo, Norway,… Quetta and Islamabad cities of Pakistan took to streets to protest and have appealed to UN for action to stop massacre of Hazaras. Hazaras of Karachi in a press conference demanded for an international probe into Hazara killings in Quetta, Pakistan as the government is showing no interest for protecting its citizen.

Of course, it was a turning point for Hazaras to show solidarity with their brothers and sisters beyond the bounds of international borders and their ideological affiliations. After formation of the Hizb E Wahdat, when first time in their history, Hazaras practically showed their oneness, this was the second milestone that Hazaras have showed their oneness. Hazaras showed that nothing can break their national identity, neither geographical borders nor ideological affiliations. For long, I was hearing the voices that were showing concerns about immigration of Hazaras. The main concern was the loss of identity and Hazaragi. Today’s protest was a practical answer to these concerns and Hazaras showed that history can drag them anywhere and ideologically they can be secular or conservative (Or what some like to joke as Babu/roshanfikar Or Akhond/Hozai )but they will always remain HAZARA….

I take this opportunity to appeal to Hazaras who are drawing lines based on their ideological differences that ……Please open your eyes and ears, watch and hear that Hazaras across the world wishing for oneness of you all and Please do not make your ideological differences an excuse to not extend a hand of brotherhood towards each other. If you are a conservative/religious stick to your ideology and if you are a secular, stick to your secularity but you both can’t refuse of being Hazara. I am sure you all stand on these two points,

- While I am ideologically conservative/secular but I am a Hazara
- When it comes to my national interests, I put aside my ideological affiliations and stand for my national interests….

Before ending, I want to thank from depth of my heart, all those Brothers and Sisters who came to streets and showed their solidarity…. And besides I want to give a message to my young brothers and sisters,

Laura Lopez, was the former Vice President of Coca Cola Company and she says, “Leadership is not a role. It doesn’t matter where you sit (in your organization), you could be a leader”…….. Extending her message, I would say, it doesn’t matter, what you do and where you are living, you could be a leader when you take action….So, please do not complain for lack of leadership as you are a leader. Just come forward……………

THE NATURAL ALLIENCE!

If we look at the history of countries and nations, the infiltration of one country into another is the major causes of wars and destruction. By definition a country or a nation who interferes in the domestics of another country or nations without their "will" are considered as enemies. The people who facilitate the foreign forces in their own country are considered as traitors everywhere in the world. If a country welcomes any foreign forces then it is totally on their mutual benefits.

Let us observe the relations among the arab countries (especially saudi arabia and UAE) and pakistan regarding their policies on islamization and islamic militancy. Like some other countries (former USSR, Yugoslavia, India, Indonesia etc), pakistan also face the same kind of threats from different ethnicities within. Pakistan in order to maintain its geographical existence finds it a must to support and convert its machinery into hard line islamic fundamentalism. The seconds threat besides its geographical sovereignty came after the change in governement (the 79's iran revolution) in its neighboring iran. The influence of the revolution in iran start to impact pakistan on great scales. The struggle of iran to gain influence on its neighbors was fueled by its recent revolution and was seen practically in its neighbours. The formation of revolutionary organizations within pakistan like the "tehreek e NIFAZ e fiqqa e jafaria" made the pakistani government and establishment to rethink the role of the iran in the region. It was a direct threat to the state of pakistan because of the fact that, the presence of a huge number of shias at key posts in all aspects of the state could have resulted in a pakistan controlled by iran. Although majority of the shias was against the influence of iran but still a huge difference can be seen in the number of shias in the state institutions if we compare today with the pre iran revolution. So the second threat to the state of pakistan is almost on the same lines as the first, and a hardliner fundamental islamic policy was the best solution (killing two birds with one stone). To counter these two threats organizations like sipah e sahaba, lashkar e jhangvi, taliban etc. were initiated and supported in full by the state.

On the other hand which can be seen as coincidence, pakistan found the arab countries (especially saudi arabia and UAE) with common interests in this region. Which naturally brought the countries to work together. The arabs are well known for its rivalry with the persians which goes thousands of years back. This rivalry even got brutal by their ideological differences among these countries. The first and foremost challenge seen by the arabs in this regions was to negate and neutralize the influence of iran which could be met by their support to the islamic fundametalists in pakistan and afghanistan. The second benefit for the arabs was to propagate thier hard lined cultural beliefs and to increase for their support against israel.

The interference of the arab countries are not even allowed but also appreciated by pakistan as it is in the benefit of the state and in accordance with its policies. Iran made a wrong move by Injecting its influence without proper conscious of the upcoming counter strategy by pakistan thus risking the lives of millions of pakistani and Afghanistani citizens (shias).

Clear and Loud

If one asks me, what is the biggest sign of a fool? My answer is, “one who expects others to do his job”. And the worst kind of the fool is one, who fools himself by creating reasons to avoid doing his job. As soon as an infant becomes able to move he/she tries to become independent, to learn walking to not depend to his/her parent for movements, learn to eat to not depend on his parent for satisfying his hunger and thirst, to learn speaking to not depend on his parent for representing him and so on. Nature has implanted a deep desire for infants/kids to become independent and this desire is as deep as the desire for living. If infants have a deep desire to be independent (and even independent of parent who gave birth to them, love them and are ready to do anything for them), isn’t strange if a nation doesn’t have the desire for independence and worst to be proud on depending on others? This is the biggest puzzle for me. Frankly, Hazaras is the biggest QUESTION MARK for me. I am really feeling strange for Hazaras as a nation that they understand very well that what is the ultimate solution of their miseries and yet try to avoid it. (I am really sorry if the language is bitter and may be a humiliating one but I shouldn’t be sorry for those who aren’t sorry for making a fool of themselves)….
It is loud and clear that nobody is going to do your job and please do understand that by avoiding your job, you are only making your job more difficult. You can make thousands of reasons for avoiding your job and yet you have ultimately to do it.
It is now almost one and half century that Hazarajat is occupied and forcefully made part of a country that never existed and is totally un-natural. Hazaras are expelled or forced to migrate from their land and those who have remained somehow accepted to be part of an occupier country (Some may shamelessly and proudly call themselves “Afghans” to legitimize the massacres and occupation of Hazarajat). Even now, that international community is present in Hazarajat, the hunger is forcing the people to migrate. (If it comes under human rights abuse then where these poor people have to go to ask for justice?)
There is nothing wrong with migration. The desire for a safe and good life is the right of everyone and I would rather recommend to our youths to come out to arm themselves with education and skills that they need to excel in their lives and that are missing mostly in that part of world but it is utterly wrong to avoid the main solution and that is “Having a free homeland for Hazaras” to forget it once you are out in safety (The condition of Hazaras of Quetta is an eye opening lesson for those who are proud of their passports)
The right to live is the most basic right of every human but to take your right is your job. Nobody is going to do it for you. Today, you have tried your governments, international community, Human rights organizations, your neighbors, all and all and you got nothing. The main reason is that you don’t have your own country. If today, you had a country of your own, no matter, how small and weak it was, nobody would dare to massacre you so openly.
Fellow brothers and sisters, though it may look emotional, imbalance and a very long term solution but it is a naked fact that your suffering is also going to be as long as you don’t have your own homeland. I am not saying that if you starts a movement, you will get it in a few years and very easily. Of course it is going to add to your miseries, may be become bloody, so what? You are already suffering and your blood is already shed nonstop without any reason. Isn’t it better to die for a cause rather than get slayed for nothing? Even if you start working for it, you may be able to get it in a century.
Some may say, let’s wait for a right timing. Time is not going to be right at any time. It is going to be worse and also don’t shift your burden on next generation. I bet they are not going to be more courageous if you don’t show courage.
In analyzing history of Hazaras in 2008, I concluded that Hazaras are run of options for peaceful coexistence. They have also given international community the chance to solve their problems, so neither International community nor their neighbors have admitted the most basic rights of Hazaras, nor that is to let them live in safety and ensure their security in future. Hazaras have left with only one option to liberate their land. The Jewish people is an example for us. You can find them in every corner of the world (migrated and have acquired citizenship) and yet are working from their areas for security and prosperity of Israel.
Hazaras can’t afford anymore to fool themselves and those who try to fool them are just adding to their miseries…….

Will Pakistan give up its policies on militancy (balochistan and afghan policy) just to save Hazaras?

The answer is a big NO, because it will be a suicide attempt for pakistan. There is no other option that pakistan can keep the country together.
The recent Mastung incident shows a big mistake by the internal HIT SQUAD (of FC/ ATF/ SSG) where they first asked for the identification of the pessangers and then separating them from the others and shooted them. It clearly shows that the SHOOTERS were not locals (Brahvi, Baloch, Pashton, Settlers) because of the fact that anyone living in Balochistan can identify a Hazara from miles away. The other unforeseen mistake they made was killing the 2 other Hazara men who escaped and took shelter at the FC check post and informed their safety in the hands of FC to their families.
The dead bodies of these two arrived later. The same HIT SQUAD is constantly being used against the baloch activists, who after abduction are being killed brutally. There are number of incidents where the people spotted this HIT SQUAD even in Uniform.
They even killed the son of Maulana Hafiz Hussain Ahmed Sharudi and later arrested a common Hazara youth with a handgun which he always carried with him for his safety while traveling between Hazara town and Alamdar Road. They tried to relate both the incidents. To escalate violence and hate among different groups.
The situation is pretty clear for the Hazaras now, there is no mercy both from the government and state sponsored terrorist groups.
The escape of the captured terrorists from ATF jail in Quetta Cantt, the release of Malik Ishaq by the supreme court and thousands of
other incidents speaks for itself. We have to think JUST for the survival of ourselves as every other nation in the world does.

‎"THE REASON!"

Pakistani Military establishment with its political governments along with Saudi arabia and UAE, created this beast (the islamic militancy). This beast has to be fed on human blood to keep it alive which is used for their evil purposes ag...ainst different groups of humans. In order to understand the reasons for the support of this islamic militancy by pakistan one should consider the threats which pakistan have from afghanistan especially the pashtoon nationalist movement strengthened by Dawood and its predecessor pashtoon rulers, who since long struggled to free the pashtoon areas of pakistan towards greater pashtoonistan. It was very difficult for the Baloch people to free their lands but it was easier for the Pashtoons. It is still the main threat to pakistan's existance whose solution was proposed by Z.A Bhutto (when he was a foreign minister) which resulted in civil war in afghanistan and pakistan supported all the religious groups against the nationalist pashtoons and went to such extreme which can be seen in the form of occupation of afghanistan through taliban. The entire region was brainwashed and converted to islamic militancy and the idea of the "greater pashtoonistan" was suppressed in extreme. Supporting this beast and feeding it human blood to keep it "alive and strong", is the only choice for the existance of united and sovereign pakistan. They don't care who suffers and become victim of this beast because it is not a big problem for the existance of pakistan, infect pakistan has a "bigger fish to fry". The government wont care if nations like Hazaras are wiped off the map of the earth because it does'nt make any difference.
We had good times and opportunities but we didn't complete our home work and now it is exams and we don't know what to do and how to control the situation. We totally forgot the law of nature that "ONLY and ONLY think for your own existence" - that should be and must be the goal of our lives!

Are we still being accepted as Citizens of Pakistan?

It is very easy for the pakistani forces to search every inch of balochistan in the name of BLA and BRA by kidnapping thousands of baloch people whose mutilated bodies are thrown at public places later, because they consider those people as the criminals against the state. But when it comes to the killings of Hazaras the terrorists acts as the friends of the state and are even encouraged for their acts by letting them escape and the honorable courts of pakistan waive off all the former charges against them and send them in the society as most respectable citizens.
It is matter of a single day for pakistan to end this game as the people from within the government on several occasion in-front of the press admitted that they know who is doing these acts but they cannot do anything as they are controlled by stronger hands.
From the behavior of the pakistani government and establishment towards these mass killings, one can deduce as if pakistan has unofficially declared the shias as criminals against the state and the Hazaras as citizens of a foreign enemy state. This can be possible because of the facts that certain MNAs from the several religious (banned) parties have been trying in the past years to pass resolution and bills in the senate and national assembly of pakistan according to which shias could be considered as non-muslims and aliens to the state. If we look at the history of balochistan, some groups here have also tried in the past to declare Hazaras as non-locals through legislation and parliamentary resolutions. The strange and suspicious behavior of the government and establishment raises a lot of questions which might be true and haven't been declared officially.
The government should have consider a balochistan without the Hazaras. Hazaras in balochistan acts as glue and lubrication to avoid the friction among the larger groups. The always ready to serve nature of Hazaras in pakistan is very helpful to run the government machinery. What will happen to the settlers in balochistan especially in quetta without the presence of Hazara population? How will be the situation of balochistan be when a brutal competition over territories will be started by the two major groups? Will the larger groups be controlled by the establishment at that time? The establishment always used Hazaras to neutralize any intense situation here especially in quetta. But they are moving very quick and it is gone too far. The foreseen militant regime in post NATO afghanistan will have greater catastrophic results this time as every other strong groups in the region learned from the past and are ready to take their shares this time.
